What Should a Concrete Project Scope Explain Before Work Begins?

A concrete project scope must clearly outline site conditions, the exact tasks to be performed, and the results and responsibilities you expect.

Before you start any concrete project, assess the site conditions and put them in writing. That simple step is how a concrete project scope stays clear, avoids costly misunderstandings, and leads to the right solution for your property.

The most common mistake we see is choosing a number before reading the scope. Two bids that look similar can hide very different assumptions about access, demolition, subgrade correction, base and compaction, control joint layout, drainage handling, curing, and post-pour responsibilities. After more than 15 years and 500 completed projects across the greater Austin area, we can tell you that is how “savings” vanish into surprise change orders and schedule slips.

The mistake that blows up budgets in Austin

Price shopping without scope clarity is like comparing two houses by their front doors. Here is why it happens and how to avoid it.

Why it happens. Time pressure leads people to skim proposals. Bids often use the same words for different work, and add-ons are buried in footnotes or “exclusions.”. What it costs. The ready-mix truck is already scheduled, and every correction now takes longer and costs more.

  • How to avoid it. Compare scopes before you compare prices. Ask both contractors to answer the same questions in plain language.

What a complete scope must explain before anyone mobilizes

Below is what belongs in each section and why it matters for slabs, patios, driveways, sidewalks, pool decks, and commercial flatwork.

1) Site realities to put in writing

List the conditions that will shape the work.

Access and staging. Where can trucks and equipment enter. What times of day are allowed. Any HOA or property rules. Where materials can be staged without blocking emergency access.

  • Utilities and locates. Who calls for locates. Where visible utilities and irrigation lines are. Who is responsible if unknown lines are discovered during demolition or excavation.
  • Drainage observations. After a rain, where does water collect, and where does it go now. Do neighboring properties drain toward yours.
  • Subgrade conditions and constraints. Any areas that cannot be disturbed, such as heritage trees or protected landscaping.
  • Environmental and neighborhood notes. Noise windows, dust sensitivity, school drop-off traffic, or special event dates that could affect deliveries.

2) Tasks to perform, step by step

This is where most proposals differ.

Demolition and removal. What is being removed. Tools to be used. Where debris will go. What corrections are assumed versus what triggers a change order. How unsuitable soils will be identified and addressed. If base material and compaction are included, state the method of verification. Avoid universal thickness promises and focus on responsibilities if conditions vary.

  • Forming and layout. How edges, radiuses, and elevations will be set. Where control joints will be placed and how they will be made. A drawing or markup is ideal.
  • Drainage handling. The slope objective and how water movement will be checked in the field. If trench drains, channel drains, or transitions to existing drainage are part of the plan, name who supplies them and where they lead. The scope should show how the plan will be validated on site, not just assumed in a note.
  • Reinforcement and embed coordination. If reinforcement or embeds are required by design, list what is included, who provides it, and where details will come from. Avoid guessing at reinforcement during bidding. Tie it to an approved drawing or note that design direction will precede procurement.
  • Placing and finishing. The finishing method expected, such as broom, trowel, stamped, or exposed aggregate. For decorative work, reference the agreed sample. For slabs that will be polished or sealed later, note the surface expectations that support that finish.

  • Cleanliness and washout. Read the EPA’s note on concrete washout controls.
  • Cutting, coring, or grinding. If any cutting or core drilling is included, describe locations and who patches openings.

3) Results and responsibilities you expect

Agreeing on results and who owns what prevents 90 percent of disputes.

Acceptance criteria. How the finished work will be evaluated: elevation checks, surface consistency, joint alignment, and tolerance language if applicable. Put the measurement method in writing so it is objective.

  • Edge and interface details. How new work ties to old work at thresholds, garage slabs, or adjacent patios. If gaps or backer rod and sealant are part of the plan, note them.
  • Protection period. Who protects the slab from traffic and watering during initial curing. Do not invent a universal cure time. Instead, tie protection to the curing approach specified earlier.
  • Sealing or surface treatment. If the slab will be sealed, stained, polished, or coated later, note whether that step is included now or planned later. If later, set expectations for how the surface will be delivered to support that finish.
  • Warranty language, if applicable. Keep it factual and aligned with what is written elsewhere in the proposal.

How this applies to concrete slabs specifically

Slabs are where unclear scope turns into long-term headaches. Whether it is a driveway, patio, sidewalk, pool deck, or a commercial slab, write the usage and interfaces into the scope so the team can plan joints, finishing, and curing accordingly.

Name how the slab will be used. Foot traffic, family vehicles, moving trucks, pallet jacks, or forklifts each imply different design direction. Do not guess at thickness or reinforcement in a bid. Instead, state the intended use and who provides final design inputs.

  • Describe the environment around the slab. Sun exposure, shade, and nearby landscaping affect curing and post-pour watering patterns. Joints control where early movement shows. State the joint layout expectation and the approach at re-entrant corners, drainage inlets, posts, and steps. This is especially important if the slab will later be polished or receive a decorative finish.
  • Plan the finish for function. A slick trowel finish near a pool is a slip hazard. A heavy broom in a dining patio might hold grime. Put the finish in writing and match it to how the space will live.
  • Coordinate follow-on trades. If pergolas, railings, or outdoor kitchens are part of the project, define who sets anchors or sleeves and who returns to complete connections.

How to compare proposals the right way

Once you have scopes that address the same points, make an apples-to-apples comparison. Here is a quick filter you can use for any concrete project:

Are site notes complete, and do both scopes identify the same constraints and responsibilities for access, staging, and locates. Do both bids describe demolition, hauling, and disposal, including who pays for unknowns discovered after removal.

Do both address subgrade corrections and state what is included versus what triggers a change order. Is joint layout described or drawn, including how it will be verified on site.

Is drainage addressed with a method to validate slope on the day of the pour. Is a curing plan named, tied to materials and conditions, with clear responsibilities.

If cutting or coring is involved, do both scopes acknowledge OSHA silica requirements and name a dust control approach. Are washout, cleanup, and post-pour protection responsibilities spelled out.

Do both proposals state finish expectations and any decorative or sealing steps now or later.

If a proposal leaves blanks, ask for revisions before you accept it. The lowest line on a spreadsheet is not your friend if the assumptions above it are vague.

Use these plain-English prompts to keep conversations focused on scope, not slogans.

Based on what you saw during the site walk, what specific risks or constraints do you want us to sign off on in the scope. Where will water go after this work is complete, and how will your crew confirm slope on the day of the pour.

What subgrade corrections are included, and what would trigger a change order. How will you handle concrete washout on this site, and who removes it.

What is your curing approach for this project, and who protects the slab during that period. Who lays out control joints and verifies their locations before cutting or tooling.

What criteria will we use together to accept the finished work.

These questions take minutes to ask and hours of friction off the job. They also make it much easier to evaluate a concrete contractor when you are wading through search results.
